Carter was elected to the House of Representatives in 2017. He introduced legislation to reform workers’ compensation systems, enable teachers to strike, repeal the law on the right to work against workers, legalize cannabis, end bail and abolish death. punishment.

Governor Ralph Northam has signed several bills proposed by Carter.
