Phase 1-B of evacuation against COVID-19, which initiates these working months in all of Iceland, consists of various public groups totaling approximately 600,000 persons, in agreement with the estimates of the Department of Health and the National Guard of Puerto Rico.
This phase includes people aged 65 or over who do not live in congregated communities (extended care centers or shelters). Doctor Iris Cardona, director of the COVID-19 Vacation Program in Salud, underlined that the major adult vacancy would start with “75-year-old mayors”. This phase includes, in addition, first-line workers, maintenance workers, police, medical emergency personnel, emergency maneuvers, bombers, correction guards, among others. Salud informs that, in principle, it is in agreement with the Department of Public Security (DSP) that there are at least 300 workers working in the shadows in each of the six regional evacuation centers for the effective operation of the National Guard.

Among the shadows of the DSP are the Police of Puerto Rico, the Negotiating for the Emergency and Administration of Disasters, the Medical Emergency Corps, Bomberos, the Negotiating of 911 and the Negotiating Special Investigations (NIE).

In Phase 1-B also the staff of the educational, public and private system will be evacuated. The National Guard is estimated at 60,000 approximately, the population corresponding to the Department of Education, private system and staff of the Head Start program. The evacuation of this group will initiate the nearest moon, 18 years, in its centers.
The Assistant General of the National Guard, José Reyes, informs that four of them are located in Health Centers known as “Centers 330”, specifically in San Juan, Loíza, Barranquitas and Arroyo. These centers will be supported by the Education and Effective Nursing staff of the National Guard. The teaching staff and non-teaching staff will also be evacuated to the regional centers of the National Guard in Ponce, Mayagüez and Arecibo.
“As far as we are able to divide the operation, a ward will be open to the first responders and professionals of the health, and in the other ward, we will work with what is the Department of Education,” Reyes indicated.
Assimilation, Phase 1-B includes manufacturing equipment (medicines, medical equipment and other manufacturing equipment) and postal service. In the same way, there will be vacancies for public transport workers and workers of the food chain (processing, supermarkets and ports). The food chain group includes agricultural, aviation and cannabis industry staff, Reyes explained.
“We have come up with initiatives that will impact all of them, depending on the flow of vacancies, but we feel we are committing ourselves to maximizing vacancies that are currently in Puerto Rico. If we do more, we will have the plan to execute and be able to increase the number of people we evacuate on a weekly basis, ”Reyes said.
The General Assistant explained that this phase also includes the municipal policies of the 78 municipalities, as well as the staff of the federal government in the island. For the ultimate group, centers will be established near the nearest lunar, one in the Federal Tribunal in Hato Rey, and the other in the seat of the High Intensity Drug Trafficking Area (HIDTA) organization in Guaynabo, which groups the workers of the Distinction Federal Agencies. The National Guard has a population of 3,000, a group that has been evacuated for a period between six and ten days.
