VP Kamala Harris takes another solo call with a world leader

Vice President Kamala Harris has again had a call with a foreign leader, independent of President Biden.

Harris spoke to the Prime Minister of Norway, Erna Solberg, where Harris ‘reaffirmed her commitment to deepening the strong alliance between Norway and the United States’.

“The Vice President thanked the Prime Minister for Norway’s close security partnership with the United States and generous contributions to development and health security efforts around the world,” according to a reading of the call.

Harris had previously called alone with French President Emanuel Macron and Canadian Prime Minister Justin Trudeau as well as Israeli Prime Minister Benjamin Netanyahu, shortly after the president himself called on French and Canadian leaders.

Less than two months after the new administration, Harris indicates on the regular solo calls with world leaders that she will be deeply involved in foreign policy, even though her experience was almost entirely in the local area. Leaders around the world may view the vice president as Biden’s heir and eager to build a relationship.

“She will be seen by all as a potential wait-and-see,” a European ambassador told Politico in February. “Much more than in previous presidencies.”

She also attended the first bilateral meeting of the new government between the US and Canada, an opportunity that Biden did not offer during his time in Harris’ work.

Under President Trump, Vice President Mike Pence occasionally spoke by telephone with foreign leaders, but the president chose to call it himself. During his last year in office, Pence had no calls with foreign leaders, but in 2019, he spoke with Trudeau along with the presidents of Ukraine and Colombia. In 2018, he spoke for the first time with Iraq’s Prime Minister and President of Colombia, and in 2017, he spoke with the Presidents of Argentina and Australia.

HARRIS TALKS TO NETANYAHU

But during the Obama administration, Biden served as president’s regular ambassador abroad, taking advantage of his decades of experience as a member and later chairman of the Senate’s foreign relations. He has traveled through the Obama administration to more than 50 countries. Before him, Dick Cheney is credited with shaping President George W. Bush’s foreign policy priorities.

On Friday, Biden will virtually meet with members of ‘the Quad’ leaders from Australia, Japan and India. This will be his first multilateral conversation as president.

Biden spoke to Netanyahu last month after the delay in calling the Israeli leader raised questions.

The president has made a flurry of calls to American friends around the world, including leaders in Canada, Britain, France, Japan, Mexico, Germany, South Korea and even some enemies: He met with Chinese President Xi Jinping and Vladimir Putin from Russia talks.
