UPR’s administration to amend the University Reform proposal

The administration of the University of Puerto Rico, in the wake of the rectors of the riots of Río Piedras, Cayey and Mayagüez, creen that the proposal Reforma Universitaria, impulsada en el Senado, debe pasar par varias enmaendas para acoplarse a la fiscal reality que vive la institutionión.

The media, enumerated as the Senate Project 172, was radiated by the senator José Vargas Vidot on February 4 and its contents are being worked on by a multisectoral committee composed of teachers ‘and students’ representatives, among others.

In a virtual virtual month with different media, the university administration explains its advertisements about what its components in the media that need to be passed through changes that, for example, eliminate the power to take decisions of the president of the institution is the rector and will be transferred to the Junta Universitaria.

The consequence of components such as this, agreed with the Rector of the University of Mayagüez (RUM), Agustín Rullán Toro, the current administrative area will only ratify the strategic and presupposed plans of the UPR presented by the Junta Universitaria.

“The project, tal and how it was presented … they can decide that the philosophical base on the other hand, its principles and its all very good. The policy of depoliticization, decentralization, autonomy, administration and many other things that philosophically think are important principles, ”said the rector of Mayagüezano during the virtual presentation.

“Without embarrassment, the detail as to the implementation of these philosophical principles, in the manner in which it was planted, we believe that it will be very problematic for the University,” he said.

Dado a esto, Rullán Toro entiende that the legislation should pass through “serious series” before the legislative body approves it.

Some of the preoccupations presented by the university administration include the transfer of executive powers to deliberative groups, which we will argue as a proposal to add a bureaucratic cape to the UPR.

“The decisions that are required to be made in these bodies, to be put to the vote, possibly in committees and we will have a series of concerns that will paralyze the University. A University that is above all bureaucratic and we are going to add a series of bureaucracies to move and take the decisions opportunistically ”, he said.

Accreditation Affection Reform

The manner in which the University Reform was written, the mayor’s preoccupation with repeating the presentation in the midst of the mediation could affect the UPR’s accreditation process, Jenniffer Alicea Castillo, Vice President of Accreditation and Assurance.

The topic of accreditation is one that has attracted a lot of attention to the institution that lies in looking at the principles of 2019 given that the UPR does not have integrated information required by the Middle States Commissioner on Higher Education (MSCHE).

However, in June of this year, the UPR will be holding a log to integrate the documentation and various visits that MSCHE representatives have made to the recent meetings.

In agreement with Alicea Castillo, the separate reform completely complements the requirements, specifically the state governing body of the UPR.

“It is very clear that we will establish the obligations of the principal executive of any accredited institution and will also establish the functions and obligations of this rector of the University. Any institution that wants to be accredited and will continue to do so will follow the letter of this letter. In this case, it is directly affected by the situation that has been mentioned ”, explained the employee.

“It is a very important contribution that all this Reform, I believe, that is presented by the series of preoccupations that the university community has, always has the spring of accreditation and that the failure of this project,” he said.

The presentation of the administration accounts in addition to the participation of the Rector of the Río Piedras, Luis A. Ferrao Delgado and Rector of the Cayey Unit, Luis Tapia Maldonado.

It also states that in the media there is no evidence that it has been consulted with the university community or with the MSCHE.
