Vargas Guerrero is known among his associates as Chichi: he is a lawyer, master and secretary, born on July 6, 1955. Founded by Ketty Múñoz Tabar, with whom he owned three houses: Jomar Vargas Múñoz, Joavel Vargas Múñoz, both lawyers, and Jonathan Vargas Múñoz, physician.
It’s one of the most famous juices in the Dominican Republic for being in front of cases of much transcendence and for its particular form of dictating sentences.
In the last months he has been in front of judicial cases with great transcendence as he knows the means of coercion and those involved in the case of Cesar Emilio Peralta, alias Cesar the Abuser, the Anti Pulpo case and the archive of various cases in the Odebrecht.
He was appointed as Juez de Paz del Tribunal Especial de Transitso del Distrito Nacional, Juez de Primera Instancia del Juzgado de Permanente Atenie y Juez Coordinador de los Juzgados de Permanente del Distrito Nacional.
Formerly is a founding member of the Dominican College of Periodicals and a member of the College of Dominican Republic Attorneys.

The Master is Professor of Constitutional Law and Criminal Procedure at the Autonomous University of Santo Domingo (UASD).
He has written several books in which he finds: The Constitutional Court and the Guarantees of Fundamental Rights; Guía Práctica de la Acción de Inconstitucional y Medidas de Coerción Personal, con dos editions eno en 2016 y otro in 2017.
In August 2015, the Master’s degree in Administration of the State was finalized with a double title between the Global Institute of Higher Studies in Social Sciences (IGlobal) and the University of Salamanca.
Vargas Guerrero aspired to play for the National School of Judiciary in 2005.
In 2017, he aspired to occupy a vacancy in the Electoral Superior Tribunal (TSE), when Danilo Medina presided over the National Council of Magistrates, although it was decided to keep CNM integrants in the tenure. In the year 2019, Vargas Guerrero had aspirants a juez de la Suprema Corte de Justicia (SCJ).
