He called on Biden to extend public health exclusion to all migrants, including minors, and to revive “Stay in Mexico” policies and “safe third country” agreements with countries like Guatemala.

“The exclusion order for public health, they lifted the mandate as far as minors are concerned. Well, guess what we have on the border now? Lots of minors. That’s not a surprise,” Cotton said.

In February, the U.S. began allowing migrants who were in Mexico awaiting the settlement of their immigration cases, which are part of the Biden administration that includes Trump-era protocols, including “Stay in Mexico.”

Cotton mentions another policy, secure agreements across third countries.

“The so-called safe third country agreement with countries like Guatemala that says that if you are going through a country that is not your own, you must file the asylum claim in the first country you are going through.
