Article 4 of the 25th Amendment authorizes the vice president and a majority of cabinet members to declare a president are “incapable of fulfilling the powers and duties of this office.” A sitting president, however, can dispute that.

However, Business Insider and The New York Times did report that Pence did not want to support the move, and a White House official told The Hill that he had no reservations about the 25th amendment.
