The president also urges Congress for another $ 1.9 billion in relief, a package that includes direct payments to Americans, support for small businesses and a major boost in vaccine financing and testing.

Biden also signed a memorandum ordering the Federal Emergency Management Agency to reimburse states in full for vaccination and test supplies and for the cost of deploying the national guard associated with the pandemic. Biden plans to set up the COVID-19 Test Board to promote the test.

Other orders and prescriptions are to:

  • requires masks on planes and buses and in airports, and requires travelers to show a negative coronavirus test before flying to the United States

  • establish a COVID-19 Health Equality Task Force to make recommendations to ensure that underserved communities are most affected by the pandemic being treated fairly

Biden also plans to support the global response to the pandemic and will join the COVID-19 Vaccines Global Access (COVAX) facility and other multilateral initiatives.
