“I’m going to spray you with pepper and do not want to,” said one officer. “Then sit back.”
“Please do not,” said the girl.
“This is your last chance, or pepper spray is going into your eyeballs,” an official said.
A female officer tries to persuade the girl to get into the car.
Soon one officer and then a second can be heard saying, “Just spray her.” Seconds later, one of them does so and then locks the door while the girl shouts, “My eye is bleeding.”
In the aftermath, the female officer sits in front of the car and says to the girl, “You did it to yourself.”
“It burns my eyes,” said the girl.
“This is the point of pepper spray,” the officer said.
Donald Thompson, a lawyer for the girl’s family, said the new video was far more disturbing than previous recordings.
“The lack of humanity is incredible,” he said.
The Democrat and Chronicle, a Rochester newspaper, estimated that it took an ambulance about 15 minutes to arrive after the girl was sprayed with pepper spray, and that it was 23 minutes before one of the handcuffs in which she was placed , has been removed.
In the footage, after the ambulance arrives, one officer tries to comfort the girl.
“I know it does not look like it at the moment, but you are not currently in trouble,” he says.
