Microsoft has issued a statement to IGN saying it is investigating the issue and fixing a solution. See the full statement below:

Users start sharing their experiences online with faulty controllers. One player tells The Loadout that the “Y” button is the one that works primarily for them.
It is unclear what the cause of the problem is, and until Microsoft announces an official solution, it will be difficult to say what temporary fixes are available for players.
The Xbox Controller is the latest console hardware that is experiencing issues. The Nintendo Switch has a long recorded history of faulty Joy-Cons, with issues ranging from connecting controllers to drives – where the wire power will start moving on its own without player input.
