CNN reported Monday that Trump’s Attorney General Pat Cipollone in the White House and former Attorney General Bill Barr had warned him to forgive himself, but advisers say Trump can still do so, though it is certainly accompanied by lawsuits.
The presidential pardon has been untested and sources say Barr and Cipollone thought it would be a bad idea to try to forgive Trump. Barr believes a justice memo from the Justice Department in 1974 stating that the president cannot forgive himself should stand, and Cipollone did not ask the legal advisory board’s office for a review of the case, according to two sources.

The memo clearly states that the president cannot forgive him under “the fundamental rule that no one may be a judge in his own case.”
