Oahu moved to the less restrictive Level 2 of Honolulu’s four-tier economic recovery plan on October 22. To determine if Honolulu is going to move to another level, the city takes a “weekly review” of two key COVID-19 numbers every Wednesday. To move to Level 3 from Level 2, the average of 7 days on two consecutive Wednesdays must be below 50. The average positivity rate of 7 days should also be below 2.5% on these two Wednesdays.

According to Eastern Mayor Rick Blangiardi, the current seven-day case for Oahu is 60 and the average positive percentage of seven days is 2.4%.
