The Food and Drug Administration said Wednesday a plant in Baltimore that was destroying millions of doses of Johnson & Johnson Covid-19 vaccine was unhygienic and unfit to manufacture the shots.

The FDA has asked Emergent BioSolutions, which manages the plant, to temporarily halt production of materials for Covid-19 vaccines earlier this month as the U.S. agency launched an inspection.

The Biden government has put J&J in charge of the Baltimore plant after U.S. officials learned that Emergent, a contract manufacturer that manufactured vaccines for J&J and AstraZeneca, mixed ingredients for the two shots. Officials also halted production of the AstraZeneca vaccine.
