The lord Jaime Aristy Escuder has elaborated and defunct a simple, easy, but false story about what he has just done -and succeeded- in the Central Thermoelectric Punta Catalina. But he failed to explain some of the scandalous, disconcerting remarks made by the general public during his visit to the parish of Odebrecht. Veamos:
1. According to the lord Aristy Escuder, the strategic proposal of the “lord Almonte es desacreditar” the central Punta Catalina in order to sell the price of a dead holiday. Have a life to watch and listen to things!
One of the first public speeches to be released during 2019 is the intention of Danilo Medina’s governor to sell Punta Catalina, who will sign. It is being promoted, among others, by the owner Jaime Aristy, and includes the exchange of the exchange for only 308.5 million dollars to a private company for which, under the guarantee of the central tax, it is privately managing a prize in the international bank for 1,750 million dollars and lies firm an energy sales contract for 30 years with the guarantee of the Dominican State, through the distribution companies. It is worth noting that, in our governorate, Punta Catalina employs about 60 engineers, only those who are exclusively trained and otherwise supported by other highly experienced engineers.
The Superintendent of Operations has been assisted by whoever acts as a second-in-command.
The superintendent of maintenance was replaced by the engineer Lorenzo Familia, who worked on the Punta Catalina project from 2013 until 2020, as he installed and supervised the installation and supervision of turbochargers and auxiliary equipment.
The rest, 57 engineers trained for Punta Catalina, will continue in the same place as the current administrator of the Central, Engineer Serafín Canario.
When the central was operated by the consortium in coordination with the CDEEE, the Union 1 experiment digs into the caldera and also in the AQCS system. More so, in March 2020 – and also in April of the same year – the caldera of the United 2 suffers an important fall that obliges to withdraw service to the plant for more than one month.
These hechos indicate that it is a simplicity to blame the current Punta Catalina officials for the disastrous disaster of the central.
The critic is the one who during the management of Jaime Aristy led the party to plant on the provisional acceptance card that the declaration as good and valid, but that habían revealed notable structural failures. These provisional admissions were made to the CDEEE against the parade and cases without right for possible large-scale complaints.
Otra falacia del senor Aristy Escuder es afirmar que “(…) la CDEEE ha estado tomando medidas sin écito todavía para eliminas la presence de chlorio de sodio en la caldera de la Unidad 2”. Nothing is more false. Since the beginning of January 2021, the Odebrecht consortium has been in charge of repairing Caldera 2, not the CDEEE. Unity 2 is guaranteed to be available until April 24, 2021 as a minimum.
The capacity of the boilers
Since then, together with Canario Engineer, we have questioned the actual capacity of the 376 MW gross caldera as affirmed and repeated by Jaime Aristy. The reasons for our occupation are basically:
First, because the maximum capacity of the caldera determines the thermal work regime that will be sometime during normal operation. Want to know that, if they use a vapor flow regime, pressure, (etcetera), equivocado, the caldera will be able to survive catastrophic days. This means that it is necessary to specify the real capacity.
In the case of Punta Catalina, the contract is for a maximum capacity of 360 MW gross and 337.7 MW net. This capacity has been ratified by the manufacturer Babcock and Wilcox on the 27th of March last year, although in a surprising way, the company took another 12th day of the season with the intention of dismantling it and adding it to the McHale Associates data , which is not a manufacturer of boilers.
The difference is that all the samples and documents indicate that the unique way of delivering these plants to 376 MW and continuous mode maintenance is with a bag of vapor fluid soaked in the caldera very superior to the one specified by the manufacturer and with a factor of power in the electric generator equal to 1 and no to 0.85, as required. Under these conditions, to maintain 376 MW the cold working shafts and sufrirían data structures.
The second reason, the best reason, the second reason, is the Annex T of the EPC contract signed between the CDEEE and Odebrecht.
