Deputies who work less | Listín Diario

Data collected by Listín Diario and Travels of the Chamber of Deputies, and updated until February 12, we would like to hear from the deputies who are assisting and working, as well as the amount of legislative initiatives he has presented, which are divided between ley resolutions and projects.

How much work does a deputy have? Does it really justify the money and benefits it receives? Ambas preguntas tienden a ser commune in any conversation where the dominant Dominican politics is the central theme. And it’s the work of the deputies, for the sake of the cobra and the benefits that obtienen, is a point of constant criticism.

The responsibilities of the deputies are to legislate, represent and tax, establishing the Constitution of the Republic. However, these attributions are summarized in two diary actions in the edition of the National Congress: Sessions and Commissions of Labor.

Assistance to the plenary sessions, which include meetings of all deputies, tends to be an obligation, as well as committees, with up to 15 legislators to debate and study legislative initiatives on a specific topic.

Without embarrassment, deputies can claim these obligations, sometimes with valid excuses and others will not present any type of justification, and will rarely receive sanctions for the amount of time they fail to make their compromises.

The elected representatives who decide to work so much, have their responsibilities, at least within the Congress, depending on the number of committees they hold, an activity in which the majority of cases is the legislator who chooses to be a member or not.

It is true that it is not possible to measure all the deputies in a single case, there are some that are brilliant for their audacity and not for their laboratory aptitudes, according to the records of the proprietary chamber.

Norberto Rodríguez Vásquez

The deputy of the Modern Revolutionary Party (PRM), which represents the No. 1 Circulation of the Exterior, has one of the largest records in all areas: 41 work sessions, only 14 were assisted and 27 were missing. Rodríguez Vásquez assisted only 34% of the sessions in these first six months of work.

He is a member of four committees and has been summoned for 53 meetings, but has only assisted 10, falling on 43 occasions. También also held a zero case in the presentation of initiatives, and only presented a draft resolution on which he lost due to a reconciliation with the President of the United States, Donald Trump, ‘to have chosen now State of Israel, the State of the United Arab Emirates and the State of Bahrain ”.

Víctor Valdemar Suárez Díaz

The second is the second deputy that most times failed in the work sessions, with 23 appearances and only 18 attendances. Has assisted 43% of the time.

Only situation represented in its six member committees was that it only assisted 20% of the convenors: out of 81 meetings it assisted only 17, falling to 64 occasions.

Where a greater number will be demonstrated is in the legislative initiatives, which proposes six projects and new resolutions.

Magda Alina Altagracia Rodríguez Azcona

The PLD deputy at Santiago does not attend much of the work sessions, lasts 20 weeks and is only present at 19.

The legislator presents a similar situation in committees, being a member of five, the summonses he convened a total of 33 meetings, in which only he was present in nuve.

Although his party partner, the deputy has shown more work in the legislative initiatives, being proposed in 15 resolutions and six projects of his.

Luis Rafael Sánchez Rosario

The PRM’s deputation by Santo Domingo failed on 16 occasions, only present at the moment of the list in 25 sessions.

In respect of committees it is a seat member and has been summoned for 109 working meetings: assistance only to 32 and fall to 77.

The deputy is not in the matter of legislative initiatives, being the only proponent of the resolutions.

Moya, Cabrera and Henriquez

In the continuous list Sergio Moya de la Cruz and José Miguel Cabrera, both of the Distrito Nacional, and Luis Manuel Henríquez Beato, of Santo Domingo, who share the same number of matches: 15 and 26 attendances.

In respect of commissions, only Henriquez Beato, of the PLD, demonstrated a disenfranchisement, being a member of its commissions, in which he called 82 meetings and was present at 47, falling to 35.

Mientras que Cabrera y Moya de la Cruz, ambos del PRM, tienen números bajos. The first is a committee of four committees and 63 meetings only assisted at the new level, falling to 54; while the second belongs to three, which he summoned 67 times, assisting him at 12 and ending at 55.

On the other hand, in legislative initiatives, Henriquez and Cabrera have new resolutions, Moya ocho, and the project of them have five, two and one, respectively.

However, there is a detail with the legislative initiatives, and although only the numbers of the deputies are linked to some project, they are not necessarily the ones that enter the editorial board.

A recent case that serves as an example is the Ley that created the Special Zone of Integral Front Fronterizo, the one that was developed by the deputy Darío Zapata (the law of consensus drawn up between the two cameras), but in the same case the names of others more legislators.

How much money does a deputy have and what benefits do he receive?

A “formula” revealed by the Chamber of Deputies has one year, which can be used to read a deputy in one month.

A chamberlain has both secured a base at RD $ 175,474.65 and is represented at RD $ 35,094.93. These mounts the safe receipts, but this is the sum of another condition, the “diet”.

And those deputies can claim to receive a diet of up to RD $ 45,000, depending on their labor schedule.

Specifically, the formula establishes the next thing about being extra economical: “The viatics per session are paid by each assistance session without exceeding eight (8) per month. Only the amount of commissions for commissions and sessions will exceed RD $ 45,000.00 per month. “The sessions of the sessions and the sessions of the legislature are not pagan at commission meetings and do not follow the session that is not being carried out.”

To get an idea of what their high salaries are, let them say that a new Ghanaian deputy casi 11 times the minimum wage for companies in the sector, established at RD $ 17,610 and 19 times the minimum wage of the public sector than the President of the Republic, Danil Medina, fijo and RD $ 10,000.

And in addition to this high number, the deputies also disputed the exceptions, each year, to carry a free vehicle of taxes, as well as the death and death in the comedian who had the inside of the Chamber of Deputies.
