The money will begin to be distributed in July if the proposal is incorporated into the Covid-19 aid measure that Democrats in the House and Senate are currently considering.
The plan, introduced by House Ways chairman and middle committee Richard Neal of Massachusetts, was first reported by The Washington Post.

Senate Democrats and the White House have expressed their support for the plan, an assistant said.
