California lawmakers shoot and kill homeless man accused of grabbing officer’s gun, video shows

The Orange County Sheriff’s Department on Wednesday released a new video of a September shooting in which one man was killed after two homeless liaison officers stopped him for allegedly hunting.

While officers were trying to apprehend the man, one deputy said he grabbed his rifle and asked the other officer to fire two shots.

The new video contains dashcam footage, a cell phone video and surveillance video of the shooting that killed Kurt Reinhold, a 42-year-old Black man.

On the Dashcam recording of the incident, two deputies, both from the Homeless Outreach Team, can be seen observing Reinhold across the street and debating whether he is running around.

“Look at this. He’s going to jaywalk,” said one deputy shortly after 1 p.m. The officers then discuss whether he is actually jaywalking, with one saying, “It’s controlled,” and the other one saying, “I do not know, dude … he just stopped in the middle.”

In the midst of the debate, one deputy starts driving towards the man and an officer says, “Do not make a judgment.”

The officers then pull over to Reinhold, who is standing on the sidewalk, and the three men go outside the frame, but their sound can still be heard.

Reinhold looks confused at why they stop him and says, “Why? … Where? Where? … I mean, why are you stopping me? … Stop touching me.”

The officers repeatedly told him to stop, “Sit down … Because you’re running, come across the sidewalk … Are you going to stop or should we make you stop?”

In a cellphone video of the bystander, Reinhold is seen walking away from the police and breaking the officers’ hands as they try to keep going. About two and a half minutes after the interaction began, deputies tackled Reinhold on the ground.

While the three men struggled on the ground, the surveillance video of a nearby hotel showed Reinhold’s hand near or on an officer’s holster. The deputy says, “He had my gun.” Shortly thereafter, a deputy fired two shots with about seven seconds apart.

After he shot Reinhold, the delegates started performing CPR on him. He was pronounced dead at the scene.

The Orange County District Attorney’s Office is conducting the primary investigation into the shooting. The murder details of the Orange County Sheriff’s Department are also being investigated, and an internal administrative investigation is underway.

The September 23 shooting sparked protests amid national unrest over police violence.

According to the Orange County Register, the Reinhold family filed a lawsuit against the sheriff’s office in December.

“The deputies who shot Kurt dead did exactly the opposite of what well-trained officers expect him to do,” Neil Gehlawat, one of the attorneys representing Reinhold’s family, told the newspaper. “This case not only aims to expose the injustice surrounding Kurt’s death, but also the lack of adequate training provided to these deputies.”
