Buscan eliminates sick leave and vacations for alcaldes

The representative of District # 9 of Toa Alta and Bayamón, Yazzer Morales Diaz, announced the publication of the Cámara Project 357 which eliminates the compensation (liquidation) of licenses for holidays and vacations for the Alcaldes.

The media submits to Article 2.058 of the Law 107-2020, better known as the ‘Municipal Code of Puerto Rico’, to exclude the laws of justice that assist the municipal employees, accumulating and receiving payment for regular vacations or by enformedad o por cualesquiera otras licencias establecidas en el referido Código, asi com watellas dispuestas por speyces spiales.

“We understand that, with the new provision we are recommending, we propose that there be greater guarantees of fiscal control and transparency in administrative, probationary and fiscal processes in municipalities,” Morales Diaz said in a press release.

“Our alcaldes, accumulated vacation licenses and shifts between others, without embargo, with rare exceptions, are not used. However, the new Municipal Code establishes that accumulations that tend to be liquidated by 30 June each year are unclear. The main reason for not realizing these payments is the lack of liquidity in municipal finances, due to which the same amounts are effective. Notwithstanding, when the alcaldes seize the benefits of the retreat or the revalued lie of an election, its accumulations are pagan independence of the one that has been presupposed and reduced balance in the Municipal Arcas PNP).

The Representative states that this legislation is “consonant with the public policy corresponding to the pillars and documents of the elected members of the Legislative Framework. In this sense, we all know that the representatives and senators of his staff at a complete time who do not enjoy the marginal benefits that his communes have for the public employees, how to accumulate and receive payment for regular or global holidays, receive to finalize its functions. As the case, this Ley has a high public interest in municipal administration ”.

“What should motivate a citizen to aspire to an alcove power, while having a genuine compromise to serve his people, not the economic benefits that can be received to finalize his mandate,” said Morales Diaz.

The Municipal Code of Puerto Rico is a systematic, organized and updated compilation of all Municipal legislation approved by the Legislative Assembly referring to the organization, government, administration and functioning of municipalities. The scheme describes and offers the legal and legal mark for the discharge and execution of its faculties, competencies and functions.
