Elected President Joe Biden will issue an executive order on day one of his presidency to halt the “midnight regulations.”

Midnight regulations are rules by which outgoing administrations rush during the crippling period.
Psaki cited a pending rule from the Department of Labor that she said would make it easier for businesses to classify their workers as independent contractors instead of salaries with benefits.

Psaki noted that “the issuance of a freeze regulation is the standard for an incoming administration.”
From election day to inauguration day in 2016, the Obama administration announced 145 new regulations, many of which, according to the Conservative U.S. Action Forum, relate to energy and the environment.
Then on Trump’s inauguration day, January 20, 2017, Trump issued an executive order ordering all federal agencies to interrupt any pending regulations until his new cabinet could investigate and sign them.
Congress is also wary of the Trump administration’s midnight regulations. A group of Democratic lawmakers introduced the Midnight Regulations Review Act earlier this month, which requires the U.S. Government’s Office of Accountability to provide Congress with information on the final regulations the Trump administration is introducing.

The freezing of midnight regulations is just one of the many actions Biden has planned for his first day in office. The president-elect also promised to rejoin the Paris climate agreement and to rejoin the World Health Organization immediately.
