“I think the message was consistent, although it may have confused the public,” he added.

His comments come after the Centers for Disease Control and Prevention (CDC) said in a new guideline on Friday that people who have been fully vaccinated can travel safely.

About one-third of American adults have so far received the first dose of COVID-19 vaccine.

However, health officials have warned that there may be an increase in cases again, as many places have relaxed restrictions on public life and businesses after a large increase in cases during the winter.
