The team signed linebacker Andre Smith on Saturday for a two-year deal.
Ian Rapoport of NFL Media reports that the deal is worth up to $ 3 million.
Smith, 23, would become a restricted free agent later this month.
The Bills traded with the Panthers to start Smith this week of the season. He played 47 defensive snaps and 216 on special teams.
Smith made nine tackles, including one for loss, and fumbled.
Smith was a key player for the Panthers in 2019, playing on 314 special teams. Carolina made him a seventh round in 2018.
