The civil rights group is responding to a new memorandum issued this week in which ICE officials are noted for focusing on three categories of immigrants: those who pose a threat to national security; those who have crossed the border since November 1st; and those who committed ‘serious transgressions’.
The directive is temporary and lasts three months until the Department of Homeland Security can provide further guidance.
Officials said the lead does not explicitly prevent anyone from being arrested or deported. Instead, it directs resources to certain targets. However, field officers who want to arrest someone outside the three categories will need approval from their command chain.

“By focusing our limited resources on matters that pose threats to national security, border security and public safety, our agency will carry out its law enforcement operation better and more effectively,” Tae Johnson, acting director of ICE, said in a statement. “Like every law enforcement agency at local, state and federal level, we must prioritize our efforts to make the greatest impact on safety and security.”
