3 arrested in Amber Alert after missing Florida 11-year-old girl was found safe

NEW PORT RICHEY, Fla. Three men have been arrested in connection with the disappearance of an 11-year-old girl from Florida who was the subject of an Amber Alert.

An amber warning was issued Monday for Montana Breseman, who was found safe in Tampa on Tuesday, according to Chris Nocco, sheriff in Pasco County.

Luis Alberto Encarnacion, 22, and two other men were arrested in the case, Nocco said.

“There is no logical sense for a 22-year-old man to be with an 11-year-old child unless horrible things would happen in that place,” Nocco said. ‘In her mind she thought Louis was her boyfriend. We all know this is not really the case. What is real is that Louis acted like a predator. ‘

According to the authorities, the man and the girl are suspected of having come into contact with each other via social media.

Before Breseman was found, the sheriff of Pasco County released surveillance video showing her at a 7-Eleven where she was getting into a car.

The men who picked her up were identified by Nocco as Reginald Clark (17) of Jacksonville and Jonathon MacGregor (19) of Clearwater. Detectives later contacted them, but Breseman was not with them. Both were arrested on charges of interfering with child custody.

Nocco said authorities are trying to determine if the two are linked to Encarnacion.

As of Tuesday morning, Nocco said Breseman remains in the sheriff’s custody, and his agency is working with the state to find her a stable home.

“Her mother is in jail. Her father is nowhere in the picture. “She went from one unfavorable childhood experience to another,” Nocco said. “She is looking for the stability, the caring nature that most children get in life.”

Nocco said Breseman lives in Thonotosassa, Hillsborough County, and attends River Ridge Middle School.
