Oahu moved into the less restricted Tier 3 of the city’s four-tier economic recovery plan on Thursday after being in Tier 2 since Oct. 22. Tier 3 allows social and outdoor recreational gatherings of up to ten people, and restaurants have seating for 10 people at a table, from five now. Tier 3 also allows funeral services with up to 25 participants, and group fitness classes indoors with up to 10 participants. Gym capacity can increase up to 50%. Restaurants and spiritual services can operate at full capacity, as long as the businesses keep a distance of 6 meters.

To determine if Honolulu is going to a different level, the city takes a “weekly review” of two major COVID-19 numbers every Wednesday. To move from Tier 3 to the least restrictive Tier 4, the average of 7 days on two consecutive Wednesdays must be below 20. The average positivity rate of 7 days should also be below 1% on these two Wednesdays. The earliest that Oahu could move into Tier 1 would be at the end of March, as he had to stay in each level for at least four weeks.

According to Honolulu Mayor Rick Blangiardi, Oahu Mayor says 26 days today and the seven-day positive percentage is 1.0%.
