Curt Schilling cannot decide whether to stay on the Baseball Hall of Fame vote. The Hall’s Board of Directors also does not have to decide. Schilling has to stay on the ballot for one simple reason: because it’s so in the Hall’s rules.
The rules for the Baseball Writers’ Association of America election, listed on the Hall’s website, contain the following section on how a six-member screening committee forms the ballot:
‘The duty of the screening committee is to draw up a ballot paper for candidates who are eligible in alphabetical order (candidates) who (1) received a vote on a minimum of five percent (5%) of the votes cast in the previous election or (2) are eligible. nominated for the first time by two of the six members of the BBWAA Screening Committee. ”
